When Every AI Agent Is Authorized—and the System Is Still Unsafe

Individually authorized AI agents can still combine permissions, information and actions in ways no one approved. Effective governance must extend beyond each agent to the pathways between them—tracking cumulative authority, observing interactions and reassessing risk whenever agents, tools, permissions or operating conditions change.
